Housing must be accessible to everyone. Disadvantaged groups such as the elderly, the physical and mentally disabled, HIV-positive individuals, victims of natural disasters, children, and other groups should be ensured some degree of priority consideration in housing. It should be a central policy of the government to increase access to housing for the most impoverished segments of society.


Q. Which group of disadvantaged persons has the most difficulty with accessibility?
A. Discrimination against people with physical and mental disabilities is the second most reported type of housing discrimination in the United States. Disability discrimination often takes the form of units inaccessible for people with physical disabilities, especially for wheelchair users. Under the Fair Housing Act, landlords are required to make "reasonable accommodations", most of which are not financially burdensome.
