The American Recovery and Reinvestment Act (ARRA) was enacted on February 17, 2009 as P.L. 111-5. The bill provided funding for a number of federal programs, including several that are intended to serve primarily homeless or low-income persons. Funding for homeless programs included $1.5 billion for the Homelessness Prevention and Rapid Re-Housing Program (administered by the U.S. Department of Housing and Urban Development), $100 million for the McKinney-Vento Homeless Assistance Act Emergency Food and Shelter Program (administered by the Federal Emergency Management Agency), and $70 million for the McKinney-Vento Education for Homeless Children and Youth Program (administered by the U.S. Department of Education).
Additionally, ARRA provided additional funding to a number of federal programs that serve low-income persons, including the Supplemental Nutrition Assistance Program (formerly known as food stamps), the Temporary Assistance to Needy Families (TANF) Program, the Victims of Crime Act (VOCA) programs, the Violence Against Women Act (VAWA) programs, and the Low-Income Housing Tax Credit Program.
