A. You have the right to free speech, which generally gives you the right to ask for money. However, each city and state has the ability to regulate panhandling by restricting it to certain times of the day and prohibiting it in certain areas. Q. What are "aggressive panhandling" restrictions?
A. "Aggressive panhandling" restrictions generally prohibit threatening, following or touching a person when asking for money. These restrictions sometime also prohibit asking for money within a certain amount of feet of an ATM, bank entrance, bus stop, or sidewalk cafe.
